It is disappointing to see that despite the Philippines strengthening the existing laws against animal cruelty, maltreatment and neglect, dog meat is still being eaten throughout the Philippines in the southern, central and northern parts of the country, as well as the Filipino dog meat trade still active in the north.
Pet dogs are stolen from people's houses and stray dogs are taken from the streets. Because most of the dogs are not vaccinated, stolen pet dogs and street dogs are being transported together, which poses serious health threats for the spread of diseases such as rabies, cholera and trichinellosis.

Such risk also severely compromises the Philippines commitment to eradicate rabies by the year 2020.
The treatment of dogs and cats in the Philippines has notoriously been very cruel and corrupt, which cast a negative light on the Philippines positive reputation as nation of beauty and kindness.
Decades ago, Filipino dog meat was only eaten on solemn religious occasions and those dogs were not brutalized or tortured, prior to, or during slaughter. The modern day treatment of dog meat dogs-and-cats is inhumane, barbaric and places local residents and international tourists in danger of acute food-borne viruses.
We echo's the Filipino Meat Inspection Service's statement: "Dogs, cats and other pets are not food."
We respectfully ask that the President of the Philippines:
- Implement existing laws against animal cruelty, maltreatment and neglect.
- Implement existing laws to halt the abuse of "ritual" dog slaughter and stop the dog meat trade.
- Provide funding for trap, neuter and release programs to prevent street dogs and cats from breeding.
- Implement laws to make owners responsible for their dogs, to prohibit dogs loitering on streets.
- All dogs and cats to be vaccinated against rabies.
